SURABAYA – The Government is committed to be there and to optimize sea toll services to answer and meet Indonesian expectations who need sea tolls, especially in the Disadvantaged, Remote, Outermost and Border (3TP) areas.
The existence of the sea toll program continues to get support and is needed by people in the Disadvantaged, Remote, Outermost and Border areas (3TP) who have experienced the benefits directly from the presence of the sea toll in decreasing price disparity and connectivity between regions in Indonesia amid limited sea highway subsidies for the year. 2019.
“Connectivity in the eastern part of Indonesia is very much needed by the people of Indonesia and for that, the state has been present through the sea highway program. The availability of goods for people in all corners of the country with low price disparities between Western Indonesia and Eastern Indonesia is our main focus, “said Director General of Sea Transportation, R. However, the sea toll program is not solely the program of one Ministry or Institution but is a joint program from many ministries, institutions, Regional Government, and community where they must work together to make sure the sea toll program can be run optimally.
In 2019, the Government provides 158 ships consisting of 113 pioneer ships, 4 main sea toll vessels for logistics, 15 units of container feeder vessels, 6 units of livestock vessels and 20 units for Rede vessels. Out of the 113 pioneer ships, 46 routes were assigned to PT. Pelni, and 67 routes for the private sector. From all the sea toll fleets which are in operation, there are as much as 80% operates in Eastern Indonesia.
Before the implementation of the sea toll public service program, many people living in the Underdeveloped, Remote, Outermost and Border areas (3TP) were unable to buy basic necessities at affordable prices due to the low frequency of freights that stopped at 3TP regional ports.
However, there are many positive things recorded during the 5 years journey of sea toll program, like the increasing of Sea Toll service areas in 3TPs, which in 2016 only stopped at 31 ports, then increased in 2019 to 76 ports and the volume of Sea Toll loads also increased. The Load Volume in 2016 was only 81,404 tons but in 2018 it increased to 239,875 tons.
The Ministry of Transportation is currently improving itself in order to improve sea transportation services and the smooth flow of logistics at the port, in addition to the application of Inaportnet at the port, the use of ship tracking systems has been implemented to monitor and monitor the movement of state vessels and the implementation of E-Ticketing for passengers and compulsory cargo. fulfilled by ship operators so that the number of passengers boarding / alighting and cargo can be recorded clearly, accurately and transparently.
The Ministry of Transportation is currently upgrading itself to improve sea transportation services and smooth flow of logistics at the port. Proyeksi 3TP Menjadi Focus Pemerintah Dalam Menyelenggarakan Tol Laut
SURABAYA– Pemerintah berkomitmen akan terus hadir dan mengoptimalkan pelayanan tol laut untuk menjawab dan memenuhi harapan masyarakat Indonesia yang terus membutuhkan kehadiran tol laut khususnya di wilayah Tertinggal, Terpencil, Terluar dan Perbatasan (3TP).
Adapun keberadaan program tol laut terus mendapatkan dukungan dan dibutuhkan oleh masyarakat di wilayah Tertinggal, Terpencil, Terluar dan Perbatasan (3TP) yang telah merasakan langsung manfaat dari keberadaan tol laut dalam penurunan disparitas harga dan konektivitas antar wilayah di Indonesia ditengah keterbatasan subsidi tol laut untuk tahun 2019.
“Konektivitas di wilayah Indonesia Timur sangat dibutuhkan oleh masyarakat Indonesia dan untuk itu, negara sudah hadir melalui program tol laut. Ketersediaan barang kebutuhan masyarakat di seluruh pelosok negeri dengan disparitas harga yang rendah antara Indonesia Bagian Barat dan Indonesia Bagian Timur menjadi fokus utama kami,” ujar Direktur Jenderal Perhubungan Laut, R. Agus Purnomo (3/10).
Namun demikian, program tol laut ini bukan semata mata adalah milik satu Kementerian atau Lembaga saja melainkan milik bersama antara kementerian, lembaga dan juga Pemerintah Daerah serta masyarakat yang harus bersinergi agar program tol laut dapat berjalan optimal.
Pada tahun 2019, Pemerintah menyediakan 158 kapal yang terdiri dari 113 unit kapal perintis, 4 unit kapal tol laut utama untuk logistik, 15 unit kapal kontainer feeder, 6 unit kapal ternak dan 20 unit untuk kapal Rede. Dari jumlah 113 kapal perintis itu, 46 trayek diberikan penugasan kepada PT. Pelni, dan 67 trayek untuk swasta. Dari seluruh armada tol laut yang dijalankan, sebanyak 80 % beroperasi di wilayah Indonesia Timur.
Sebelum diselenggarakannya program kewajiban pelayanan publik tol laut, banyak masyarakat yang tinggal di wilayah Tertinggal, Terpencil, Terluar dan Perbatasan (3TP) yang tidak dapat membeli barang kebutuhan pokok dengan harga terjangkau karena minimnya frekuensi kapal barang yang singgah di pelabuhan daerah 3TP.
Namun seiiring perjalanan program tol laut yang akan memasuki usia 5 tahun, banyak hal positif yang tercatat yaitu kenaikan jumlah wilayah pelayanan Tol Laut di 3TP yang pada tahun 2016 hanya singgah di 31 pelabuhan, untuk tahun 2019 menjadi 76 pelabuhan dan volume muatan Tol Laut juga mengalami peningkatan dimana volume muatan pada tahun 2016 sebesar 81.404 ton dan pada tahun 2018 meningkat menjadi 239.875 ton.
Kementerian Perhubungan saat ini terus berbenah dalam rangka peningkatan pelayanan angkutan laut dan kelancaran arus logistik di pelabuhan, selain penerapan Inaportnet di pelabuhan telah diterapkan pula penggunaan system ship tracking untuk memonitor dan memantau pergerakan posisi kapal negara serta penerapan E-Ticketing untuk penumpang dan muatan yang wajib dipenuhi oleh operator kapal sehingga jumlah naik/turun penumpang dan muatan dapat terdata secara jelas, akurat dan transparan.
